The Utility Board shall be responsible for the entire management of and shall supervise the operations of the Water, Wastewater and Stormwater Utilities of the Village. The duties of the Utility Board shall include:
- Recommend utility ordinance amendments;
- Implement operational policies and procedures for utility operations and administration;
- Refine development plans;
- Review and make recommendations on proposed improvements, additions, extensions, or changes to facilities;
- Discuss issues of safety, function, maintenance needs, and general operation and administration;
- Plan for the effectuation of plant and infrastructure improvements;
- Other planning the Board deems necessary and essential for the improvements of the plant and infrastructure; and
- The Village Board has delegated its authority to establish utility rates as prescribed by State Statutes and administrative rules to the Utility Board. The Utility Board shall have full authority over setting utility rates and fees. The Village Board may reclaim that right at any time.
Composition
The Utilities Board consists of five (5) members, of whom the Village President, two (2) Village Trustees, and two (2) resident members. The Village President appoints citizen members, who are subject to the confirmation of the Village Board.
