Financial Management Plan

Financial Management Plans (FMPs) are tools local governments use to do long-term financial management planning. FMPs are a multi-year fiscal plan for all funds by activity or by fund. They integrate and analyze 1) previous actions of the governing body, 2) existing and future operating needs, 3) capital improvement and equipment plans, 4) existing & future debt, 5) tax base changes. Under certain assumptions, FMPs determine if capital and operating costs are sustainable over time.
