Belleville operates under a council-manager form of government, in which an elected Village Board, which represents the community, exercises legislative powers convenient and necessary for the village's governance. The Village Board is responsible for governing and controlling village property, finances, infrastructure, and public services. The Village Board appoints a Village Administrator to oversee all day-to-day operations and staff.
The Village President and each of the six (6) trustees are elected at large and serve two-year terms. The Village President and Trustees receive compensation for their service.
Meetings
Village Board meetings are hybrid, with in-person and virtual options. The Board meets at 6:00 p.m. on the first and third Mondays of the month at Village Hall. The purpose of the Board meetings is to discuss and take action on business items. The Board welcomes resident insights, questions, and comments.
Please review the Rules Governing Teleconference and Virtual Attendance at Meetings.
How to Address the Board
During "public participation", the Village Board will not make any decisions or comment on resident comments during public participation. The Board may choose to refer the matter to the Village Administrator for administrative consideration or to schedule the matter for Board consideration at a later date.
If you wish to speak, you must be present in person or virtually. Please keep comments to three (3) minutes. The Village President may stop you from speaking at any point. Please see the directions below.
